Basic
Function of the Position – The incumbent of this position will serve as
bibliographic control experts for the region: Pakistan, Afghanistan and Iran.
S/he prepares original bibliographic records for books, serials and non-book
materials like CD’s, DVD’s, maps, etc. according to Resource Description and
Access (RDA) standards. The cataloger catalogs these materials for the Library
of Congress and other American libraries in one or more of the following
languages such as: Urdu, Persian, Arabic, Punjabi, Pushto, Gujarati, Sindhi,
Balochi, Brahui, Siraiki, Kashmiri and English. These records are made
available to libraries and information centers worldwide. As a cataloging
expert the incumbent performs independent whole book cataloging in accordance
with the highly complex and technical standards and rules established by
LC/Washington. The incumbent creates/updates authority records according to
RDA; makes new proposals for LC subject headings and classification scheme.
S/he summarizes the subject of the work in concise and accurate annotations in
English for non-English language materials. Incumbent works in an online
environment, creating bibliographic and name authority records in the official
Library of Congress database and in the Online Computer Library Center (OCLC)
database.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum
three years of experience in library work is required.


JOB KNOWLEDGE: The incumbent must have knowledge of cataloging using Resource
Description and Access (RDA); Descriptive Cataloging Manual (DCM); working
knowledge of LC Subject Headings (LCSH) and Classification scheme (LCC); MARC21
and other applications; familiarity with academic, government and commercial
publishing institutions.  

Education
Requirements:

Completion
of University degree (16 years of education) in Library and Information
Science, or social sciences or humanities is required.

Evaluations:

LANGUAGE:
Level III (Good working knowledge) Speaking/Reading/Writing of English and
Persian and Level IV (Fluent) Speaking/Reading/Writing knowledge of Urdu
are required. English and regional language skills will be tested.


SKILLS AND ABILITIES: The incumbent must have ability to interpret complex
cataloging rules and LC-PCC Policy Statements; ability to manage own time for
better productivity through smart cataloging practices; accurate typing in
English at 30 wpm; ability to do exact detailed work on a continuing basis.
s/he must be computer literate and familiar with database and web base
searching. Typing skills will be tested.

candidacy: nepotism, conflicts of interest, budget, and residency status.


2. Current OR employees serving a probationary period are not eligible to
apply. Current OR employees with an Overall Summary Rating of Needs Improvement
or Unsatisfactory on their most recent Employee Performance Report (EPR) are
not eligible to apply.


3. Current NOR employees hired on a Family Member Appointment (FMA) or a
Personal Service Agreement (PSA) are not eligible to apply within the first 90
calendar days of their employment, unless they have a When Actually Employed
(WAE) work schedule.


4. The candidate must be able to obtain and hold the local security
